If you do not want to leave your home, there are options available to reduce the risk to you and to support you to feel safe within your home only if safe to do so. These options include being supported to apply for Non-Molestation and Occupation Orders and the Sanctuary Scheme.
Why has the Sanctuary Scheme been set up?
If someone is being subjected to domestic abuse, they should not be forced to leave their home and become homeless. The scheme is a positive response to domestic abuse and is a close working partnership between Sandwell Council, the Police, the Fire and Rescue Service and the major Registered Social Landlords.
What security measures does the Scheme provide?
Every Sanctuary Scheme is tailored to the needs of the individual and provides security measures, installed by professionals, to help survivors feel safer in their homes. Security features installed by approved contractors include:
- Extra locks and bolts
- Stronger doors
- Spy holes or chains for doors
- Better security lighting
- Police portable alarm
- Can include fire safety checks
Who can get help through the Sanctuary Scheme?
The Sanctuary Scheme is not limited to Sandwell Council or Housing Association tenants and includes any person who is threatened with homelessness because of domestic violence. However, you should:
- Live in Sandwell
- Have been assessed as being at risk
- Not be living with the perpetrator

Sandwell MBC Housing Solutions offers direct support to victims who present as homeless or threatened with homelessness due to domestic abuse. You will be assigned a Homelessness Prevention Officer who will carry out a full housing needs assessment and support you with your homelessness needs. If you wish to stay in your own home and it’s safe to do so, you may be eligible for sanctuary support.
