A vulnerable adult is someone who may be in need of help because of a disability or illness. It may be someone who is unable to take care of themselves or they may be someone who is unable to stop someone else from harming or taking advantage of them.
Many people with care or support needs have family members or partners who help them meet those needs which can change the balance of power and make them vulnerable to the risk of abuse or neglect. Where this happens the person may need safeguarding.
