Persons who have been certified by an expert assessor as having an enduring and subsantial disability which causes them during a course of a journey to be unable to walk, very considerable psycologocial distress whilst walking or be at risk whilst walking or pose a risk to any other person.
Referral route
The application can be completed on-line via www.gov.uk and follow the link for Blue Badges. A notification of your application will be sent to you via email and a member of the Enquiry team will contact you to advise if further information is required or to take payment. Alternatively if you have hearing difficulties a paper application can be submitted by contacting Sandwell Enquiry. On contacting Sandwell Enquiry a telephone assessment is carried out to determine eligibility. There is an automatic eligibility for persons claiming Higer rate disability allowance, Personal independence payment with a mobiliy score of 8 or above or planning and following journey's with a score of 10 for descriptor E only, registered blind or claiming a war pensioners supplement. For people who are not automatically eligible, their eligiblty is based on their experience whilst walking and at this point further medical evidnece can be requested or a request for an indpendent assessment can be made.

The Blue Badge Scheme provides parking concessions for people with enduring and substantial difficulties when walking, who travel either as drivers or passengers. The scheme also applys to registered blind people, and people with very severe upper limb disabilities who regularly drive a vehicle but cannot turn the steering wheel by hand. The scheme is meant only for those people with enduing and subsatntial difficulties. People with temporary intermittent difficulties such as a broken leg, will not qualify for the scheme.
