What is an overcrowding assessment for? If your property is too small for your family profile and you need additional bedrooms we can assess your situation and if applicable award priority to support a move.
How do people qualify? Overcrowding priority will be assessed against the Department of Works and Pensions criteria, which allows for one bedroom for each household member or couple living as part of the household with: One bedroom for two children aged 15 years or below and same gender One bedroom for two children aged 9 years or below regardless of gender.
What supporting evidence will be required? You will be required to provide ID and proof of address for everyone you include in the assessment. Acceptable documents include:
- Adults -passport, driving licence, birth certificate, copies of current bank statements, benefit letters or utility bills addressed to the property (dated within the last 3 months).
- Children - passport, birth certificate, copies of Child Benefit documents received at this address (stating each child's name)
How long does it take for a priority decision? Following receipt of the complete assessment form and supporting evidence an Officer will review the information and notify you of a decision as soon as possible.
What priority will I be awarded? If you require one additional bedroom you will be awarded band 3 and if you require two or more additional bedrooms you will be awarded band 2.
Why has my priority request been refused? You may have failed to provide sufficient ID or proof of address, or you did not meet the priority criteria despite the information you provided.
The information you provided has been assessed however we have concluded that the reason for your overcrowding situation is intentional.
What is intentional overcrowding? This is when you have deliberately worsened your situation by either moving someone into your property or you moved into someone else's property where there is an inadequate number of bedrooms and the situation was avoidable.
If, however this has been the result of an unavoidable situation such as homelessness then a referral can be made to our housing solutions team who may be able to assist you.
Do I have the right to review? Yes, if you disagree with the decision you can ask for a review of your case within 21 days from the date of notification. If no request is received within 21 days the decision shall be deemed to be accepted.
When will I be offered a property with overcrowding priority? If you are awarded priority you should experience a reduction in the length of time you wait for an offer of suitable accommodation. However, due to the high demand for housing you will need to continue to bid for properties until you are successful.
