What is a Residents’ Permit Scheme?
A Residents’ Permit Scheme is typically introduced on a road or area where Residents have issues with vehicles that are seeking to park in relation to visiting town centres, employees working nearby or commuters.
Residents’ permit schemes are often seen as a last resort and will place restrictions on Residents. The Council will complete consultations with Residents’ which will also include a ballot to establish the level of support for the permit scheme.
What is the charge for the Residents Permit Scheme?
There is currently no fee attributed for a completion of a consultation request.

What area will the Residents’ Permit Scheme include?
Residents’ Permit Schemes can cover a single road or several roads within an area.
Process of Implementing a Residents’ Parking Scheme
To introduce a parking restriction a Traffic Regulation Order (TRO) is required before signs and lines can be installed on site.
Making a TRO follows a statutory procedure in accordance with The Local Authorities’ Traffic Order (Procedure) (England and Wales) Regulations 1996.
This process involves:
· Advertising the proposed schemes/restrictions, which provides members of the public opportunity to make representations
· For a decision to be made to any representations received before a scheme can proceed.
When a decision to proceed is reached, arrangements would then be made for the TRO to be completed and for signs and lines to be installed.
Prior to a scheme being implemented Residents would receive:
· Correspondence on how to apply for permit/s and vouchers.
· A period of time to apply for and obtain a valid permit/vouchers.
Not all schemes are implemented, some are abandoned based on issues raises during the advertising period or insufficient responses received.
