Alteration request FAQs
How do I apply? Log onto MySandwell and request permission to alter a council property.
Who can make alterations? Secure tenants have a legal right to request to make alterations or structural improvements to their properties with permission of the landlord. Introductory and demoted tenants do not have the rights to make any structural improvements or alterations to their property. They can, however, apply for permission to erect a garden fence or garden shed. Introductory and demoted tenants can decorate their property and, where appropriate, can have disabled adaptations carried out to the property.
What alterations can I make? Alterations could include, but are not limited to;
- Installing CCTV cameras
- Security lighting Showers
- Installation/renewal of bathroom suites
- Laminate flooring
- Outside TV aerials/satellite dishes
- Putting up any fences or other structures on the property
- Installation/renewal of central heating
- Installation/renewal of windows
- Removing walls or partitions
- Installation/renewal of verandas, porches and conservatories
- Installation of driveways
- Installation of an EV charger
- Installation/renewal of kitchen units and worktops
- Painting of external doors, windows and walls
Can my request be refused? Yes, for reasons such as;
- Do not hold a secure tenancy
- Does not meet Planning Regulations
- Does not meet Building Regulations
- Does not meet the Gas Safety (Installation and Use) Regulations 1998
- Does not meet Building Regulations for work relating to domestic solid fuel, wood and biomass and the associated systems for heating, controls and hot water
- Plans not submitted
- Adverse effect on our asset
- Not aesthetically pleasing
- Difficult to reinstate
- Will create difficulties in the event of re-letting
- Removal of balustrades on staircases and landings that will not be replaced with ones that meet building regulations.
- Affects neighbours' enjoyment of their homes
- Places anyone in danger
- Causes a nuisance
What happens if my request is approved? If permission is granted you will be notified in writing along with the conditions of the alteration. The conditions we set will be unique to your request and should be adhered to. Failure to do so could result in you having to reinstate the property to its original condition or being re-charged for us to do it on your behalf.
Will you need to check the alteration? Yes, dependant on the alteration we may request you send photos and completion certificates (if applicable) and/or we will need to complete a home visit to check the work.
If the alteration has received authorisation from Building Control/ Planning, following completion of the works we will complete a joint home visit with the relevant department.
If the alteration has required electrical work, an electrical inspection will be completed and the installation completion certificate along with the part 'P' certificate must be provided.
What happens if I have altered my property but need to move? Dependant on the alteration you may be asked to reinstate the property to its original condition before moving out. If you have been asked to reinstate but are unable to for any reason or you move out without completing the work, we may recharge you for the cost of completing the work ourselves.
